【摘要】:ThisEuropeanStandarddescribesthehealthandsafetyrequirementsoffullyautomatedplantusedintheprocessoftubeforming,rollingandfinishing(hereafterreferredtoas"plant").Itdescribestheforeseeable,significanthazards,hazardoussituations,andeventsarisingfromplantsandfromparticularmachinesintegratedtoformtheplant;itdoesnotdescribethefullhealthandsafetyrequirementsforeachparticularmachine.Itindicatespreventivemeasuresforavoidingthehazardsandreducingtherisks.Itdealsnotonlywithcircumstanceswherethemachineryisusedasintended,butalsoincludesotherconditionsforeseenbythemanufacturer,suchasforeseeablefaults,malfunctionsormisuse.ThisEuropeanStandardspecifiestherequirementstoensurethesafetyofpersonswhicharetobemetduringthedesign,assembly,transport,commissioning,operation,maintenanceanddecommissioningoftheequipment.Thisstandardassumesthatinstallationsareoperatedandmaintainedbyadequatelytrainedandcompetentpersonnel.Manualinterventionforsetting,adjustmentandmaintenanceisacceptedaspartofthenormaluseofthesemachines.Thisstandardassumesthatthemachineryisusedwithadequateworkplacelightingconformingto!EN12464-1"ortolocalregulations.Thisstandardappliesto:Automatedplantandequipmentoperatedfortheproductionofmetalseamlesshotandcoldfinishedtubesandweldedtubes.AlistofmachineswhichcouldmakeupdifferentplantsisshowninAnnexD(informative).Thisstandardcovers:Forseamlesshot-finishedtubes:frommaterialchargingdownstreamoftheheatingfurnacethroughtherollingprocessandupto,butnotincludinganyintermediatestorageequipmentorthedownstreamfinishinglines.Forseamlesscold-finishedtubes:frommaterialchargingthroughtherollingprocesstothedischargingequipmentbutnotincludinganystorageequipment.Forweldedtubes:fromcoilchargingthroughstrippreparation,formingandweldingequipmentupto,butnotincludinganyintermediatestorageequipmentorthedownstreamfinishinglines.Forthetubefinishingline:fromtubechargingtothedischargingequipmenttothestorage.Thefollowingitemsareoutsidethescopeofthisstandard:?completeriskassessmentofsinglemachineswhichareusedtoformaplant?furnaces;?quenchingequipment;?spiraltubemanufacture;?largediametertubeweldingmanufactureusingthree-rollbendingmachines,U-ingandO-ingpresslinesandtheirfinishinglines;?buttweldingmachineryforthemanufactureofendlessstrips;?irradiationunits(materialtestingbye.g.,ultrasonicandX-raytestingunits);?centrifugalcastingmachines;?machinetoolsusedfore.g.,threading,chamfering,stampingandmarkingmachines;?storageequipment.Thisstandarddoesnotestablishanyrequirementsconcerningelectromagneticdisturbances.Thisstandardisnotapplicabletotuberollingandformingmillsandfinishinglineequipment,manufacturedbeforethedateofpublicationofthisstandardbyCEN.
