【摘要】:Thispracticeestablishesexpectedoutcomesassociatedwithapropertymanagementsystem.Careshouldbetakennottoconfusetacticswiththeoutcomesdescribedinthispractice.Tacticsareameanstoanend.Outcomesareanend.Whatisbeingmeasuredisachievement,notprocess.Thispracticeencouragesaninclusiveunderstandingandcommunicationoftheoutcomesassociatedwithapropertymanagementsystem.Asadditionalstandardsareadded,comparisonsonthisbasistootherpropertymanagementsystemscanbefurtherenabled.Thispractice,incombinationwithPracticeE2279,mayprovideanenhancedbasisformakingdecisionssurroundingbothpropertyandpropertymanagementsystems.Thispracticeisintendedtofosterandenableadditionalstandardpracticesrelatedtoorbasedonthetermsandconceptsintheoutcomesandoutcomecomponents.Inparticular,thispracticemaysuggestastandardforpersonalandmanagementskillsusefulineffortstoachievetheseoutcomes.1.1Thispracticedescribesexpectedoutcomesassociatedwithapropertymanagementsystem.Itisameasureofachievementratherthanprocess,andisdescriptiveratherthanprescriptive.1.2Outcomesaredefinedasinformation,events,objects,orstatesofbeingproducedasaresultorconsequenceofaplan,process,accident,effort,orothersimilaractionoroccurrence.1.3Anoutputmeasureisthetabulation,calculation,orrecordingofactivityoreffortandcanbeexpressedinaquantitativeorqualitativemanner.1.4Anoutcomemeasureisanassessmentoftheresultsofaprogramactivitycomparedtoitsintendedpurpose.1.5ConsistentwithPracticeE2452,theseoutcomesaregroupedintoprocessmanagementoutcomesandoperationaloutcomes.1.5.1Althoughtheymaybedirectlyrelated,strategiesandtacticsshouldnotbeconfusedwithoutcomes.Strategiesarelong-termplansofactiondesignedtoachieveaparticulargoal.Tacticsaremaneuversoractionscalculatedtoachievesomeend.Forexample,increasingexerciseisastrategytoattainthegoaloroutcomeoffitness.Runningisasupportingtactictoachievethegoaloroutcomeoffitness.Othertacticsorgroupsoftacticsmayachievethesameoutcome.Ontheotherhand,asthedefinitionofoutcomeindicates,tacticsarenotrequiredforattainingoutcomes.Forexample,fitnessmaybeanunplannedresultofajobrequiringphysicalexertion.1.6Thispracticedescribestheoutcomesatahighlevel,withlimiteddiscussionofeachoutcomeorcomponentsofeachoutcome.Theintentistoprovideaframeworkforcurrentandpotentialadditionalstandards.AcrossreferencerelatingcurrentstandardstotheoutcomesisprovidedinSection5.1.7TheoutcomesfurtherdescribedinSection5,arelistedinthefollowing:1.7.1ProcessManagementOutcomes:1.7.1.1Outcome1x2014;MissionSupport1.7.1.2Outcome2x2014;AccountingandAccountability1.7.1.3Outcome3x2014;InformationManagement1.7.1.4Outcome4x2014;Planning1.7.1.5Outcome5x2014;Relationships1.7.2OperationalOutcomes:1.7.2.1Outcome6x2014;PropertyFunctionality1.7.2.2Outcome7x2014;Re......
